The U.S. Army Corps of Engineers (Omaha District) wants a small business to clean its two small F.E. Warren Resident Office buildings (1,100 and 2,200 square feet, about eight employees) at F.E. Warren Air Force Base in Wyoming. It is a fixed-price janitorial contract with a 6-month base period starting 1 November 2026 and three 12-month option years. It is set aside for small businesses.
Watch out for
- Evaluation text appears copied from a gate attendant contract. Factor 1 asks for experience in 'gate attendant services', and the quality plan points to a paragraph (1.4.2.3) that does not exist, so ask the contract specialist what experience is really required.
gate attendant services. Experience can be based on projects completed as a prime contractor
- Conflicting period of performance and pricing instructions. The PWS says a 12-month base year and a different active period while the schedule says 6 months, and the price factor asks for a daily rate while the bid sheet asks for monthly totals; Option Year 2 is also listed with the base-year dates.
The period of performance shall be for one (1) Base Year of 12 months
- Short fuse for site visit. The site visit is October 9, 2026, only a few days after posting, and it is on a military base so you must arrive prepared to be admitted at the gate.
A Site Visit will be conducted on October 9, 2026 at 10:30 AM MDT
- Preference for Corps of Engineers janitorial history. Offerors with consecutive years on Corps of Engineers janitorial contracts get a higher rating, which favors incumbents and experienced firms.
Higher rating given to those with consecutive years of experience in Corps of Engineers
- Fast re-performance and termination risk. Missed cleanings must be redone within hours or one business day, and repeated misses can lead to termination or price cuts.
take place within one (1) business day of the contractor being notified and the COR will be notified
- Safety paperwork for a small cleaning job. You must prepare and get approval of an Activity Hazard Analysis and an Accident Prevention Plan under the USACE safety manual before starting.
The contractor shall sign and submit the APP for approval prior to the start of work onsite.
- Union-scale wage and benefit requirements. The Service Contract Act wage determination sets minimum hourly pay plus health and welfare benefits, vacation and holidays that must be built into a low-value contract price.
