The VA's Network Contracting Office 2 wants a five-year, as-needed contract (IDC) for demolition and asbestos abatement at the East Orange and Lyons VA Medical Centers in New Jersey. It is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. Quotes are due by email on 16 Oct 2026 at 12:00 Eastern, per the latest amendment.
Watch out for
- Prime must carry asbestos-inclusive liability insurance. Even if you subcontract asbestos work, your own general liability policy cannot exclude asbestos, which some small firms' policies do.
there are no alternatives to this requirement.
- 24/7 emergency response. You must be able to answer calls any time, respond in 30 minutes and be on site in 2 hours, which needs standing staff and equipment near New Jersey.
The Contractor shall maintain the capability to respond to emergency calls 24/7.
- Conflicting due time and dates. The solicitation text says 10:00 EST, the SAM.gov posting said 10/14, Amendment 0001 had a confusing cover date; Amendment 0002 settles it at 12:00 on October 16, 2026, so use that.
All proposals are due October 16th, 2026 at 10:00EST.
- Subcontracting limits and SDVOSB verification. A sub can do the asbestos work, but no more than 85% of payments may go to firms that are not VIP-listed SDVOSBs or VOSBs, and you must sign a certification under penalty of law.
Yes, you can use a subcontractor to provide asbestos abatement services
- Bonding and conflicting bond language. The SF 1442 text says performance bonds for projects over $35,000 while the SOW requires a payment bond or letter of credit; the amendment treats the bond cost as a billable line item, but line item pricing is not in the text provided.
Bid bonds shall not be required with submitted quotes, however performance bonds shall be required for projects over
- Pricing is by unit rates with no guaranteed work beyond the minimum. Only $10,000 is guaranteed; quantities per job are unknown, and a mistake in unit rates can cost money across five years (wage updates can be recovered by an equitable adjustment request).
The minimum value for this IDC is $10,000.00 with a maximum dollar value of $2,000,000.00.
- Past performance references must send questionnaires directly to VA. Your references control whether their forms arrive on time, so line them up early.
the deadline shall be extended to be the same as the solicitation.
- Errors in solicitation corrected by amendment. NAICS 236330 was printed in the solicitation but the correct code is 236220, and wage determination and line items were corrected; make sure you use the revised files.
The reference to NAICs code 236330 is an error, the correct NAIC code for this procurement is 236220.
