SOURCES SOUGHT NOTICE / INDUSTRY DAY ANNOUNCEMENT Federal Bureau of Prisons (BOP) Counterterrorism and Emergency Planning Branch (CPD) This Sources Sought Notice is issued for market research and information gathering only. This notice does not constitute a solicitation, a request for proposal, or an obligation on the part of the Federal Government. Participation is voluntary and at no cost to the Government. 1. Overview & Purpose The Federal Bureau of Prisons (BOP), Counterterrorism and Emergency Planning Branch (CPD), will host an Industry Day focused on GPS?enabled monitoring devices with integrated two?way phone call capability and associated monitoring and data?management services. The purpose of this event is to obtain information from industry on current technology capabilities, operational use cases, and emerging innovations applicable to correctional environments. Input gathered will support the BOP’s efforts to enhance inmate accountability, improve institutional safety, and strengthen the management of inmate movement and monitoring. 2. Industry Day Objectives Vendor participation will assist the Government in understanding: • Capabilities and limitations of GPS?enabled monitoring devices with two?way communication • Integration potential with BOP systems and operational workflows • Data?management tools, analytics, reporting, and service models • Security features, tamper detection, and data?protection mechanisms • Deployment and support considerations • Applicability to correctional use cases 3. Event Details Dates: October 13–14, 2026 Time: 8:00 AM – 3:00 PM Location: 320 First Street NW 8th Floor Conference Room (MAP Room) Washington, DC Vendor Presentations: Each vendor will be allotted up to 60 minutes for their demonstration and discussion. Individual time slots will be scheduled following registration. 4. Suggested NAICS Codes Potentially applicable NAICS codes include (subject to Government confirmation): • 334220 – Wireless Communications Equipment Manufacturing • 334290 – Other Communications Equipment Manufacturing • 541690 – Other Scientific and Technical Consulting Services • 561621 – Security Systems Services Vendors may propose alternatives they consider more appropriate. 5. Target Vendor Audience This Industry Day is intended for: • Device manufacturers • Monitoring/data?management service providers • Software developers and systems integrators • Security technology firms • Research and development organizations supporting law enforcement/corrections 6. Demonstration Logistics and Requirements To assist with planning, vendors should note the following: • Vendors are responsible for bringing their own equipment and connectivity unless otherwise coordinated. • Notify the Government of any wireless transmission requirements. • Bring necessary cables, adapters, chargers, or display devices. • Clearly mark any proprietary content shared during demonstrations. • Allow adequate time for building security screening; a government?issued ID is required for entry. 7. Capability Statement Requirements Vendors interested in participating must submit a brief capability statement including: • Company name, address, and point?of?contact • Description of relevant technologies and capabilities • Applicable NAICS code(s) • Past performance or operational experience (if any) • Technology readiness and deployment model • Any scheduling constraints or preferred demonstration windows Format: PDF preferred; recommended page limit: 5 pages. 8. Questions for Industry To support productive discussion, vendors should be prepared to address: • How does your technology address operational challenges specific to correctional environments? • What differentiates your product or service from others in the market? • What infrastructure is required to implement your solution? • How does your system ensure data integrity, communications reliability, and tamper detection? • What analytics, dashboards, or reporting tools are included? • What durability and maintenance requirements apply in long?term correctional use? 10. Disclaimers • Participation in this Industry Day is voluntary; costs will not be reimbursed. • This event is not part of any source selection process. • No contract award will result from this notice or the Industry Day. • The Government will not provide individualized feedback. • Proprietary information should be clearly labeled.
