USTRANSCOM, for the Defense POW/MIA Accounting Agency (DPAA), wants helicopter services in Papua New Guinea to support remote recovery missions. Up to three helicopters may be needed at once for up to three missions a year, each lasting 14 to 90 days. Amendment 2 (October 5, 2026) requires new proposals by November 2, 2026.
Watch out for
- CMMC required at proposal time. Many small businesses have not completed CMMC certification, and the notice makes it mandatory for award.
Mandatory For Award and must be submitted with Proposals.
- Overseas remote operations with MEDEVAC. Operating multiple helicopters in remote Papua New Guinea with 24/7 on-call MEDEVAC takes significant aviation capacity and insurance.
- Earlier proposals are void. Only new proposals submitted under the updated solicitation count, so anyone who bid earlier must resubmit.
- Deadline time zone mismatch. The text says EST while the SAM.gov field shows a -06:00 offset, so confirm the exact cutoff time.
