The Defense Logistics Agency (DLA Troop Support, Philadelphia) is doing market research to find U.S. makers of surgical masks that qualify as Domestic End Products. This is a request for information only, not a solicitation. DLA says it expects a future contract with a one-year base period plus four one-year option periods. Responses are due October 15, 2026.

There is no guarantee that a solicitation will be issued
- Strict domestic content rule. Components of unknown origin count as foreign, so you need documented component costs and sourcing to qualify.
Components of unknown origin are treated as foreign.
- Possible stock and fast-start requirements. DLA asks whether you can supply the estimated quantities within 60 days of award, and mentions keeping six months of stock per part number, which is a big inventory commitment for a small business.
would your company be able to begin supplying the product in the estimated quantities (Attachment 1) within 60 days of the contract award date?
- Quantities and product list in an unread spreadsheet. The product list and estimated quantities (stated to be eaches) are only in Attachment 1, which was not provided, so the size of the opportunity is unknown.
