Date: October 19, 2026 Time: 1:00 to 3:00 PM Eastern Time Location: NASA Langley Research Center (LaRC) Virtual conference Other Information, as applicable: Registration Details: Prospective vendors shall register via email no later than October 16, 2026 at 12:00 PM Eastern Standard Time in advance of the conference by sending an email with a list of all planned attendees to Lindsey Leso at larc-easss@mail.nasa.gov. The Contract Specialist will send an email invite to each participant no later than the day of the conference. Prospective vendors are advised to frequently monitor the https://sam.gov web site for any changes to the date or time of the conference, including other changes to the solicitation. Prospective vendors are requested to submit any written questions to Lindsey Leso via email at larc-easss@mail.nasa.gov no later than TBD so that NASA can answer as many questions as possible at the conference. Questions, responses, conference attendees, and conference materials presented at the conference will be transmitted/communicated by amendment to the solicitation on sam.gov. Attendance at the preproposal/pre-bid conference is recommended; however, attendance is neither required nor a prerequisite for proposal/bid submission and will not be considered in the evaluation. The Government will respond to questions regarding this procurement provided such questions have been received at least five (5) working days prior to the conference. Other questions will be answered at the conference or in writing at a later time. All questions, together with the Government's response, will be transmitted to all solicitation recipients via the government-wide point of entry (GPE). In addition, conference materials distributed at the preproposal/pre-bid conference will be made available to all potential offerors via the GPE. (End of provision) You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Langley Research Center (LaRC)’s EASS draft solicitation. The principal purpose of this requirement is to acquire support services for the Science Office for Mission Assessments (SOMA), located at NASA Langley Research Center. SOMA is responsible for the management and oversight of evaluations, assessments, analyses, and other support services for the NASA Headquarters Science Mission Directorate (SMD). The scope includes proposal/Phase A reports; evaluations for SMD Announcements of Opportunity (AO) flight investigations; assessments for independent reviews of investigations and programs; analyses related to assessment and evaluations; and other contractor support services as specified in individual TOs. The EASS procurement is essential for the advancement of the NASA Science Plan, A Vision for Scientific Excellence. This contract directly supports SOMA and SMD. The contractor ensures that all work is objective and meets all requirements regarding organizational and personal conflicts of interest and limitations of future contracting as defined by this contract and as further defined in individual TOs where necessary. This contract supports NASA’s most urgent and important science needs, and without this contract, SMD would be unable to execute its extensive scientific commitments and achieve NASA’s science priorities.
