RFI #: SPE605-27-RFI-1001 Date Posted: October 8th. 2026 Date Responses Due: October 22nd, 2026 This Source Sought Notice (SS) SPE605-27-RFI-1001 is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Defense Logistics Agency (DLA) - Energy. In accordance with FAR 15.101(c), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. DLA Energy will not provide reimbursement for costs incurred in responding to this RFI. The purpose of this SS is to identify qualified small businesses (including 8(a) Small Disadvantaged Businesses, Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUB Zone) Small Businesses, Veteran-Owned Small Businesses (VOSB), Service-Disabled Veteran-Owned Small Businesses (SDVOSB)), and Large Businesses that are interested and capable of providing for the ground fuels requirement for DLA-Energy. This SS covers the ground fuels requirement for DLA-Energy customers located in the following States: Virginia, Maryland, District of Columbia, Delaware, West Virginia, Kentucky, Tennessee, Indiana, and Ohio. The expected period of performance is August 1, 2027 – August 31, 2030. In responding to this notice please provide the following information: Your company name, CAGE Code, any owners, email address, and phone numbers. Background information of the firm and/or contractor regarding technical capability and ability to perform. Does your company participate in any socioeconomic programs/small business programs? If so, please state what programs(s)? What type of fuel can you supply? Which states can you supply fuel for? What are the names and locations of your fuel supplier(s)? Are you a refinery? If so, is your refinery a small business (producing less than or equal to 200,000 barrels)? Has your company participated in any current or previous contracts under the Direct Delivery Ground Fuels Program? If so, were any of those contracts performed in any of the states listed above, or surrounding areas? Remember to Include “RFI# SPE605-27-RFI-1001 COG 3” in the subject line.
