The contract action was previously competed on GSA eBuy and awarded to the only small business on GSA that carried the product that was needed. That small business suddenly became unable to fulfil the requirement, and the requirement was subsequently to the manufacturer under the authority of RFO 6.103-1(b). This requirement was firm fixed price.
