The Biostatistician contract was awarded as a firm-fixed-price requirement to the University of South Florida because USF is the only institution uniquely integrated with James A. Haley Veterans’ Hospital through a legally established academic affiliation under 38 U.S.C. §?7302 and VA Directive 1663. JAHVH principal investigators hold concurrent USF faculty appointments, rely on USF’s Institutional Review Board and conflict?of?interest systems, and conduct research within shared laboratories, colocated facilities, and jointly maintained digital research infrastructure. This interconnected structure supports JAHVH’s mandated career?development pipeline, ensuring mentorship, regulatory alignment, and continuity for ongoing research and Career Development Award projects. No other institution can replicate these systems without causing significant operational disruption, delays, and duplication of cost, making USF the only responsible source capable of meeting the hospital’s biostatistical and research support needs.
