The USDA Forest Service wants a small business to install new network cabling and set up an IT room (cabinet, grounding, power, UPS, 51 Cat 6 cable runs, testing) at the Hebgen Lake Ranger District office in West Yellowstone, Montana. It is a firm-fixed-price, total small business set-aside with a stated project size of under $25,000 and a short window of 11/01/2026 to 12/31/2026.
Watch out for
- Key attachments could not be read. The Schedule of Items (price sheet), floor plan with port locations and wage determination were not readable, so line items, cable lengths and wage rates are unknown until you open the originals.
- Construction wage rules (Davis-Bacon) apply. The construction wage rate clauses mean prevailing wages and payroll records are required even on a small job, and the wage determination was not readable.
52.222-6 Construction Wage Rate Requirements (Nov 2025)
- Unclear bonding requirement. Performance and payment bond and bid guarantee clauses are checked even though the project is under $25,000, and the SF 1442 text on bonds and offer guarantees is garbled; ask the Contracting Officer before bidding.
52.228-15 Performance and Payment Bonds-Construction (Jun 2020)
- Short winter schedule in a remote location. Work must fit between 11/01/2026 and 12/31/2026 in West Yellowstone, Montana, so travel, lodging and weather add cost and risk.
Period of Performance: 11/01/2026 to 12/31/2026
- Difficult cable pulls in a crawl space. Most of the existing cable runs through floor joists and a crawl space to a basement IT room, which makes pulling 51 runs and removing old cable slower than a typical office job.
Approximately 2/3 of the cabling runs are located in a crawl space.
- Heavy paperwork for a small job. You must document five similar projects from the last five years and meet the ADI guide's experience, licensing and manufacturer-authorization rules, which may screen out new or very small firms.
short narrative of at least 5 projects, completed within the last 5 years,
- Inconsistent timing details. The form shows both a 11/01 to 12/31 period of performance and 'Delivery: 7 Days After Award', plus a garbled start and completion window, so the real schedule is unclear.
