The Boeing Co., El Segundo, California, has been awarded a cost-plus-incentive-fee undefinitized contract action with a not-to-exceed price ceiling of $22,000,000 modification (P00162) to previously awarded (FA8808-19-C-0001) for Joint Hub Spares and Spares Management. The modification brings the total cumulative face value of the contract to $638,392,556 from $616,392,556. Work will be performed in El Segundo, California; and Colorado Springs, Colorado, and is expected to be completed by June 6, 2028. Fiscal 2026 procurement funds in the amount of $10,766,000; and fiscal 2025 procurement funds in the amount of $27,100, are being obligated at time of award. The Space Force Portfolio Acquisition Executive for Satellite Communications and Positioning, Navigation, and Timing, Los Angeles Air Force Base, California, is the contracting activity (FA8808-19-C-0001). This effort was awarded on a sole source basis, pursuant to Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) 6.103-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements (10 USC 3204(a)(1)). Market research conducted by the Government included the posting of a Sources Sought Request for Information (RFI) on 19 February 2025 (FA8807-PTESJHS-RFI-001) and a comprehensive analysis of the responses received. Analysis of the market research indicated that award of the PTES JH Spares effort to The Boeing Co., (CAGE 9E831) is justified in accordance with 10 USC § 3204(a)(1), as implemented by RFO 6.103-1 because it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. A notice of intent to sole source this requirement to The Boeing Co. was posted to SAM.gov on 1 April 2026 (FA8807-PTESJHS-NOI-001). This announcement provides for Notice of Contract Award and release of the redacted Justification and Approval (J&A) document.
