The U.S. Army Corps of Engineers, Tulsa District wants a design-build team for a roughly $235M program at Altus Air Force Base, Oklahoma. It will build two KC-46A hangars and a simulator facility to support the 97th Air Mobility Wing. Teams first submit a Statement of Qualifications; up to three go on to pitch presentations.
Watch out for
- Very large program. A program of about $235M calls for bonding capacity and past design-build experience that most small businesses lack, so a small firm would likely need to join a larger team.
This $235M consolidated capital program
- Other Transaction Authority agreement. This is not a standard FAR contract, so terms and protections can differ from what you may be used to.
using Progressive Design-Build under 10 USC 2808a Other Transaction Authority
- Price set later as design progresses. The final price is agreed in stages, so you take on design and cost risk before the price is locked.
The FFP for successive design and construction milestones will be agreed to as the design progresses and funds become available.
- Short window and pitch step. Only up to three teams move to a pitch presentation, so the first submission must be strong.
