Some details are in the notice's attachments, which this summary didn't read. Check the attachments on SAM.gov.
ARPA-H, the health research agency inside NIH, has posted an Innovative Solutions Opening (ISO) for its UNIQUE program on imaging with quantum entanglement. It expects to sign multiple Other Transaction (OT) Agreements, which are research agreements outside the standard federal contract rules. The real requirements are in the attached ISO documents.
Watch out for
- Requirements only in attachments. The notice text gives almost no detail, so you cannot judge fit, eligibility or effort without the ISO document.
Interested parties are invited to review the attached UNIQUE-ISO-ARPA-H-SOL-26-162 and UNIQUE ISO Attachments.
- Other Transaction agreements, not standard contracts. OT agreements follow their own terms, which may differ from normal federal contract rules a new contractor expects.
ARPA-H anticipates that multiple Other Transaction (OT) Agreements will result from this announcement.
- Advanced research topic. Quantum entanglement imaging is specialized science, so a business without research capability is unlikely to be competitive on its own.
