The National Laboratory of the Rockies (NLR), a Department of Energy lab run by Alliance for Energy Innovation, says it plans to post a full and open competitive RFP for its Distributed Wind Competitiveness Improvement Project. NLR would award firm-fixed-price subcontracts with price participation (cost sharing) to U.S. distributed wind turbine makers for design, manufacturing, certification testing and commercialization work. The RFP is not issued yet, and performance is tentatively expected to start in Spring 2027.
Watch out for
- No solicitation yet. The RFP has not been issued, so scope, evaluation and the real deadline are unknown, and nothing can be bid on right now.
Please note that this solicitation is not ready to be issued as of this date.
- Cost share required. Winners must put in some of their own money (price participation or cost share), which can be hard for a small manufacturer.
The RFP tentatively planned for summer 2026 will include price participation or cost-share requirements.
- Response date in SAM.gov is not a bid date. The SAM.gov listing shows a response deadline, but the notice says nothing sent to it will be collected; the actual due date comes with the RFP.
Proposals, questions, and submissions in response to this pre-solicitation notice will not be collected.
- Subcontract through a lab, not a direct federal contract. Awards are subcontracts from NLR, so terms may differ from standard federal contracts.
NLR awards firm fixed-price subcontracts with price participation and technical assistance via a competitive process to:
