The FDIC is requesting quotes to purchase two new IBM mainframes (zNext z17-ME2 systems) plus five years of hardware maintenance, with one unit shipped to Arlington, VA and one to Carrollton, TX. This is a firm-fixed-price purchase order with a five-year period of performance starting at award, awarded on a lowest-price-technically-acceptable basis to a single vendor.
Watch out for
- Internal date inconsistency on due date. The SAM posting and description say quotes are due October 20, 2026, but the solicitation's own full-text clause (7.3.1-06) says the due date is October 20, 2027 and questions are due October 9, 2027 — small businesses should confirm the real deadline with the CO before assuming either date is correct.
The proposal due date under this RFP is October 20 , 2027, by 12 p.m., local time of the FDIC office issuing this solicitation.
- Restricted to IBM OEM or authorized resellers. Only companies that can prove they are IBM's OEM or an authorized IBM reseller/partner are eligible, which rules out general IT resellers or brokers without a direct IBM relationship.
Failure to provide status as one of these three categories may result in ineligibility for award.
- No stated compensation ceiling or estimated value. The compensation ceiling clause is left as 'TBD' and the price schedule unit prices are blank, so bidders have no FDIC estimate to benchmark against and must price entirely from the IBM configuration list.
In no event will total FDIC compensation to Contractor, including any reimbursed costs and expenses, exceed the sum of TBD Dollars ($__________)
- High liability insurance requirement relative to contract size. A $5,000,000 per-occurrence liability policy plus other coverages could be a meaningful cost or barrier for a small reseller unfamiliar with federal insurance requirements.
Property Damage limits of not less than Five Million Dollars ($5,000,000) per occurrence combined single limit
- Detailed multi-part price schedule with strict completeness requirement. Offers must price every one of the 77 line items/part numbers in the pricing schedule or risk being eliminated as non-responsive, increasing the administrative burden to prepare a compliant quote.
Offeror must provide ALL items with matching Part Numbers in Section B - Price Schedule.
