AI summary Beta
This is a Sources Sought / Request for Information (market research only, not a solicitation) from the Naval Surface Warfare Center Philadelphia Division. The Navy is looking for companies that can provide expert database and software development, testing and maintenance (Microsoft Power Platform, Tableau, Oracle, SharePoint and similar) to support digital integration for its Machinery Programs department. Work would be mostly done from the contractor's own site or by telework, with some on-site time at the Philadelphia Navy Yard.
Watch out for
- Secret facility clearance required. A small business without a Facility Security Clearance would need to get one within 30 days of award, which can be slow and needs sponsorship and a Facility Security Officer.
The Contractor is required to have and maintain a Secret clearance.
- Non-compete clause. The contractor must sign an NDA and a non-compete that bars bidding on other NSWCPD contracts for a set period, which could block future work with this customer.
sign a Non-Disclosure Agreement and a Non-Compete that precludes interest and ability to bid on any NSWCPD contracts
- Cost-type, SeaPort vehicle. A cost-plus contract needs a DCAA-style accounting system and eCRAFT cost reporting, and SeaPort holders may be the only firms who can compete later.
Anticipated Contract Type: Seaport, cost plus fixed fee
- Heavy staffing and key personnel. The labor table lists about 12 labor categories (up to 4,800 hours a year each in some), degrees and 3 to 10 years of experience, so a small firm needs a deep bench.
MANAGER, PROGRAM/PROJECT II (one resume required):
- Draft SOW with unfinished template text. The SOW still has placeholders (data requirements TBD, GFP date, CDRL numbers, 'INSERT' notes), so final requirements may change when a solicitation is issued.
will be provided no later than INSERT DATE TBD
- Short response window and no pay for responses. The RFI was posted 30 September with responses due 14 October, and the ten-page response is unpaid and does not guarantee a later contract.
Government WILL NOT PAY for any information received
