The Department of Veterans Affairs (Veterans Benefits Administration) wants to buy a large set of Snap-on brand tools and tool storage for a veteran, with delivery to Exton, PA. The price schedule lists roughly 255 line items, mostly quantity 1, and the whole list must be quoted. It is a small business set-aside request for quotation, with a single all-or-none purchase order and delivery within 60 days of receiving the order.
Watch out for
- Snap-on only, no substitutes. Only Snap-on brand items with exact part numbers qualify, so the bidder must be able to source every item, and a missing or wrong part can make the quote technically unacceptable.
Equal or substitute products will not be accepted.
- All-or-none with about 255 line items. A quote must price every line item or it will not be evaluated, which means a lot of sourcing and pricing work and a large up-front inventory risk.
Partial quotes will not be evaluated.
- Short delivery window. Delivery must be within 60 days after receipt of order or the quote is not acceptable.
Vendors shall provide estimated delivery time frames that must meet within 60 days ARO to be considered acceptable.
- Due date changed several times and an email address typo. The deadline moved from 09-17 to 10-08 to 10-16-2026, and the instructions print the submission email as Afia.Monteapert@va.gov, which differs from the contract specialist's address, so confirm the right address before sending.
All quotes shall be submitted to Afia.Monteapert@va.gov no
- Strict formatting and page rules. Pages over the limit are not read, and hyperlinks are ignored, so a sloppy quote can be thrown out.
The use of hyperlinks in quotes is prohibited and any information contained within those hyperlinks will not be evaluated.
- Late quotes rejected. Timing is judged by when the Government receives the email, not when you send it.
Late quotes will not be accepted for evaluation.
- Specifications differ across amendments. Amendment 0001 changed 'brand name or equal' to Snap-on only, and Amendment 0003 revised 11 line items (0001, 0027, 0030, 0037, 0039, 0043, 0046, 0096, 0106, 0219, 0233), so use only the latest tools list and price schedule.
All other line items remain unchanged.
