AI summary Beta
The Naval Surface Warfare Center, Philadelphia Division is doing market research (a sources sought/RFI, not a solicitation) on a concept design study for a Common Controller and Interface Module for shipboard (submarine) machinery such as valves, pumps and actuators. Companies are asked to send a short capability statement and rough cost estimate by 13 October 2026. The draft study would be firm-fixed-price and last 60 days from award.
Watch out for
- Market research only. No award results from this notice and the Government will not pay for responses, so it only helps to shape or position for a later solicitation.
Government WILL NOT PAY for any information received
- Short response window. Responses are due 13 October 2026, only about two weeks after posting.
- Demanding military standards. The design must address submarine shock, EMI, vibration and noise standards (for example MIL-S-901E, MIL-STD-461G, MIL-STD-1399-300-1), which is hard for firms without naval electronics experience.
MIL-S-901E (Shock): Meet Grade A requirements for high-impact shock
- Cost estimate accuracy differs between documents. The RFI asks for a ROM within +/-20% but the draft SOW later asks for a modified ROM within +/-5% for follow-on work.
Identify a ROM associated with performing the study identified in the Attached SOW (ROM to be within +/-20% validity).
- Data rights and open architecture expectations. The Government wants open architectures and is assessing Government Purpose Rights data so future buys can be multi-source, which may conflict with proprietary designs.

- Rough-order-of-magnitude (ROM) cost for the study, within +/-20%
- Cybersecurity approach (NIST SP 800-82 OT principles, hardware root of trust, zero trust, RMF)
- Open standards and network reporting (EtherNet/IP, Modbus TCP, CANbus, OPC UA) and modular open systems approach
- Obsolescence plan and feasibility of Government Purpose Rights technical data
- Feasibility of testing in a Government test stand or controller hardware-in-the-loop setup
