Military Sealift Command (Norfolk) is buying shipyard work for the mid-term availability (repair period) of the USNS Oscar V. Peterson, an oiler. The work is set aside for small business, runs April 14 to May 26, 2027 at the contractor's facility on the East or Gulf Coast, and final proposal revisions are due October 16, 2026.
Watch out for
- Liquidated damages. Late delivery penalties can reach half the contract value, which is a heavy risk on a tight ship repair window.
Total Liquidated Damages shall not exceed 50% of the contract value.
- Large, specialized ship repair work. Ship availabilities need a shipyard with the facility and capacity to handle a T-AO oiler, and the work item package is behind an NDA.
- Late stage with many amendments. Five amendments have been issued and it is at final proposal revision, so you would need to catch up quickly.
set the final proposal revision due date to October 16, 2026 at 5:00PM EDT.
