The U.S. Coast Guard is seeking small businesses to design and build the next 29-foot-class Response Boat Small (RB-S III) and its trailers. It plans up to four IDIQ contracts with a 10-year ordering period, then picks one winner after an in-water demonstration. Phase I proposals are due November 13, 2026.
Watch out for
Build a demonstrator before the production win. Each Phase I awardee must build a boat and trailer and compete in a demonstration of up to 90 days, which is capital intensive for a small shipyard. Each Phase I awardee will receive an initial Delivery Order satisfying the contract minimum guarantee for the construction and delivery of one (1) demonstrator boat and trailer
Winner takes all production. Only one contractor gets the production delivery orders, so the other awardees keep only the demonstrator order. the Government will conduct a final best-value tradeoff evaluation and select one (1) IDIQ contractor
Requirements still changing. The SOW, specifications and deliverables will be revised after proposals are being prepared, though the due date was not extended. formal revisions to the Statement of Work (SOW), Specifications, and List of Deliverables will be released in a subsequent solicitation amendment
Early question deadline and extra access steps. Questions close 14 October 2026, and you must request a DoD SAFE drop-off about a week before the due date.
