The USDA Forest Service (Francis Marion National Forest) wants to buy jack rail fencing materials (rails, jacks, corner sets and ravine adapters) delivered to the Seed Orchard in Huger, South Carolina. It is a small business set-aside request for quotation with one firm-fixed-price award, and delivery is due within 90 days of award. This is a supply purchase, not a services job.
Watch out for
- Fence specifications not readable. The fence specification attachment (C04a) is a scanned PDF with no readable text, so the product sizes, materials and finish are unknown and you must open it yourself before pricing.
- Price on every line or be dropped. You must price all five line items, including freight, or the quote may be excluded.
contractors must submit pricing for all items.
- Low-price contest. Award goes to the lowest priced acceptable quote, so thin margins are likely.
Only the lowest priced offer will be evaluated for Technical Capability.
- Short delivery window and short deadline. Delivery is required within 90 days of award and quotes are due about 10 days after posting, which is tight if you have to fabricate the items.
The USDA requires delivery of all items within 90 days of award.
- Buy American and fabrication proof. Buy American clauses apply and you must show you can make similar fencing, so a reseller sourcing imported product may not qualify.
- Conflicting performance dates. The SF 1449 cover page lists 11/01/2026 to 01/31/2027 while the schedule says date of award to 90 days after award.
Period of Performance: Date of Award – 90 Days After Date of Award
- Evaluation text is inconsistent. The document mentions best value and lists price, technical and past performance, but the evaluation method section says lowest price technically acceptable.
