The Bureau of Engraving and Printing (a Treasury bureau) wants a contractor to clear snow and ice at its main and annex buildings in Washington, DC, and it is set aside for small businesses. It is a firm-fixed-unit-price purchase order for 1 base year starting November 20, 2026, plus 4 option years (through November 19, 2031). You are paid a fixed seasonal readiness fee plus a set price for each snow or ice event the government orders, so the work depends on the weather.
Watch out for
- 24/7 readiness with weather-driven work. You must keep crews and equipment ready every day from Nov 20 to Apr 20, including holidays, and the amount of paid work depends on the weather.
twenty-four (24) hours per day, seven (7) days per week, including weekends, Federal holidays
- Only the readiness fee is guaranteed. The only guaranteed payment is the base-year seasonal readiness line, and the event quantities (plows, deicing, hauling) are estimates, so a mild winter means little revenue beyond that fee.
do not constitute guaranteed quantities.
- Staffing plan can knock you out. A required staffing plan with named employees and prime vs. subcontractor hours must show the small business prime does most of the labor, and a weak plan makes the quote ineligible.
Plan must demonstrate compliance with the applicable limitations on subcontracting.
- Monthly workforce reporting with personal data. After award you must send a certified workforce report with every invoice, containing employee names and PIV or unique IDs, marked and handled as controlled information.
shall submit the workforce report using the template at Attachment 2 with each invoice
- Short timeline and site visit. The site visit is October 15, questions are due October 20, and award is expected the same day the contract starts, so you must be ready to mobilize immediately.
A site visit will be held 15 October 2026 at 10:00 AM EST.
- Award date equals start date. Award is expected on the same day performance begins and the readiness season starts, leaving no startup time.
Anticipated award date is 20 November 2026.
- Contract ceiling not set. The maximum amount that can be ordered is listed as TBD and will be set from the winner's prices, so total value is unknown when you bid.
shall not exceed $TBD.
- Tight page limits. The technical and past performance volumes are each limited to 3 pages, so you must be concise.
Maximum page limit is 3 pages.
