This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.gov. The RFQ number is N0060426Q4106. Applicable FAR and DFARS provisions and clauses shall apply. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 488310 – Port and Harbor Operations and the Small Business Standard is $47 Million. This requirement is a 100% Total Small Business Set-aside. The Small Business Office concurs with this decision. The NAVSUP FLC Pearl Harbor seeks quotes from qualified sources capable of providing services specified in Attachment #2 PWS. CLIN Description QTY 0001 Services in accordance with Performance Work Statement (PWS) 3 Months 0002 Services in accordance with Performance Work Statement (PWS) 12 Months Period of Performance (POP): Base Year 3-months 01 November 2026 to 31 January 2027 Option Year 1 12-months 01 February 2027 to 31 January 2028 The Place of Performance is primarily located on JBPHH, Hawaii, however the scope of operations may occur anywhere within the Hawaiian Island Fleet Operating Area (e.g. Maui basin and Pacific Missile Range Facility (PMRF) in Kauai. The requirement will result in a Firm-Fixed Price (FFP) purchase order. The method of payment will be Wide Area Workflow (WAWF). Payment after Government acceptance. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following Attachments are applicable to this request for quote (RFQ). Attachments applicable to this solicitation Attachment 1 - Combined Synopsis Solicitation N0060426Q4106 Attachment 2 – PWS TWR Operations Final Attachment 3 – QASP TWR Attachment 4 – DD254 Attachment 5- Wage Determination 2015-5689 Rev 29 Attachment 6 – FAR and DFARS provisions and clauses applicable to this solicitation Attachment 7 – 2025 Consumables Submission Requirements: - All offerors need to be actively registered in SAM at the time of quoting. - All quotes must include at least the following information: Company name, address, CAGE, UIE Technical Submission & Quality Control Plan Price Submission Technical Submission: Describe the approach, methods, and techniques proposed to effectively achieve the performance tasks in regard to TWR Services, General Vessel Operations, TWR Operations, Maintenance of Government Provided Vessels, and Supply and Configuration Management of Government Owned Vessels and Equipment. Offerors shall demonstrate an overall understanding of mission requirements and familiarity with appropriate policies, processes, and procedures to execute high quality, dependable service performance. The offeror shall describe any risks associated with the solicitation, including the Performance Work Statement (PWS) and any risks associated with implementation of the offeror’s technical approach. Provide a Quality Control Plan to conduct quality inspection system that monitors compliance with safety requirements and procedures during all phases of operations. The Quality Control Plan (QCP) shall demonstrate an understanding of the contractor’s responsibility for conducting quality control and quality assurance and describe quality control and assurance processes. Submit an acknowledgement that the quoter understands the requirements of the solicitation in its entirety, that the quoter has all the necessary management capabilities and experience to satisfactorily meet all performance objectives, and that the quoter takes no exception to the solicitation in its entirety. Price Submission: The quote shall consist of an excel spreadsheet that includes the unit (monthly) prices, extended prices and the total price (evenly divisible by the number of months) for base period and option period. The offeror’s pricing shall include all personnel, equipment, supplies, transportation, tools, materials, supervision and other items necessary to perform TWR operations, maintenance, and logistical support services required to perform the work detailed in the Performance Work Statement. Consumable Supplies and Services – CLIN is FFP. This CLIN is for supplies, services, tools, equipment, etc. The contractor may have to purchase to perform maintenance of TWR operations. Attachment 7 – 2025 Consumables is an example of consumption in 2025. Evaluation of Quotes The Government’s technical evaluation team will evaluate proposals on an “Acceptable/Unacceptable” basis. Acceptable Offer clearly meets the minimum technical requirements of the solicitation. Unacceptable Offer does not clearly meet the minimum technical requirements of the solicitation. Technical capability, Quality Control Plan and Staffing plan will be evaluated to determine technical acceptability of quotes. Only technically acceptable quotes are eligible for award. Award will be made based on Lowest Price Technically Acceptable (LPTA). Responsible Prospective Contractors In accordance with RFO Part 9.103, awards will only be issued to responsible prospective contractors. The Government will follow the procedures under RFO 9.105 and RFO DFARS 209.105 prior to issuing an award under this solicitation.
