NAVSUP Fleet Logistics Center Norfolk plans a single-award, firm-fixed-price IDIQ (a contract for as-needed orders) for turnkey Anti-Terrorism/Navy Security Force training for Navy and government civilian personnel. Training takes place in San Diego, CA and Groton, CT, for a 12-month base period plus four 12-month options. It is open to full and open competition, and the RFP was expected around 12 August 2016.
Watch out for
- Full and open competition, no set-aside. Small businesses compete against any size of company, and a subcontracting plan is required, which is extra paperwork.
Full and Open Competition
- Firing ranges, weapons and ammunition must be supplied. The contractor must provide its own range facilities, weapons and ammunition at two distant locations, which takes capital and licensing know-how.
