NAVSUP Fleet Logistics Center Yokosuka wants a contractor to remove and reinstall a damaged 8-inch refrigerant suction pipe on the No. 4 air conditioning plant of the USS San Diego (LPD-22) at Sasebo Naval Base, Japan. Only firms with an active Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region can get the award. Work runs 23 Nov 2026 to 31 Jan 2027 as a single firm fixed price job.
Watch out for
- Limited to Navy ship repair agreement holders. A business without an MSRA/ABR in Japan is not eligible, and getting one takes time the Navy may not have.
Firms who do not possess an MSRA/ABR are ineligible for award unless adequate time exists
- Funds not yet available. Award depends on funding being made available, so the award could be delayed or not happen.
Funds are not presently available for this contract.
- Work in Japan aboard a Navy ship. Requires base and ship access, Japanese labor and tax rules, and coordination with Navy shipyard shops and ship's force.
- Solicitation form has blank fields. Several template fields (CMMC level, higher-level quality standard, MSRA number) are unfilled, so some requirements may be clarified later.
- Tight window between quotes and start. Quotes are due 15 Oct 2026 and work starts 23 Nov 2026, so you need to be ready to mobilize quickly after award.

- Deliver the removed pipe to the Navy ship repair facility (SRF) Production Shop S56, which repairs it (pin hole in pipe)
- Pick up the repaired pipe from Shop S56 and reinstall it
- Clean flange surfaces and fasteners and install new gaskets (government-furnished gaskets, bolts, screws, insulation and adhesives)
- Witness the operating pressure test run by ship's force; no leakage allowed
- Clean and preserve new and disturbed surfaces to match surrounding areas
- Contract type
- Firm fixed price job order under an MSRA/ABR (simplified acquisition threshold request for quotation); non-MARAV holders would receive a firm fixed price contract
