Some details are in the notice's attachments, which this summary didn't read. Check the attachments on SAM.gov.
The Army Contracting Command at Detroit Arsenal is asking for sealed bids for a new five-year, firm-fixed-price IDIQ contract to manufacture and deliver the Vision Correction Assembly (NSN 4240-01-631-8044, P/N 5-1-4208). It is built to a Government-owned, export-controlled drawing package, and there is no set-aside. The award goes to the lowest-priced responsible bidder.
Watch out for
- Export-controlled drawings. You cannot bid without the TDP, and getting it requires DD Form 2345 certification, which takes time to obtain.
The TDP associated with this procurement is export-controlled (Distribution Statement D) and requires special handling.
- Manufacturing with testing requirements. First Article and Production Lot Testing add cost and time before and during production, which is hard for a new manufacturer.
The contract will also include requirements for First Article Testing (FAT), Production Lot Testing (PLT) and other Contract Data Requirements (CDRLs).
- Lowest price wins. Sealed bidding awards on price alone, so there is little room to win on quality or past performance.
This procurement will utilize Invitation for Bids procedures, detailed under FAR Part 14 Sealed Bidding.
