This procurement is for the Aircrew Integrated Helmet System which consists of the HGU-56/P Helmet and 25 Component Parts. There is a total of twenty-six items (26), thirteen (13) of which require Engineering Source Approval (ESA). The remaining items are considered competitive items. Any contractor who would like more information regarding the Engineering Source Approval process should contact the DLA Troop Support Contract Specialist who will provide the Product Manager Air Warrior POC. DLA Troop Support anticipates issuing a solicitation for a firm-fixed price, Requirements type contract for the Best Estimated Quantities (BEQ) listed below. The contract shall be for a term of 60 months and will include five (5) separate pricing tiers. Each tier shall be for a 12-month period. It is the intent of the Government to award a single requirements-type contract to fulfill this requirement. To ensure timely delivery and a quality product, this acquisition will be procured using a “Price Only” approach. The use of “Price Only” procedures will allow the Government to issue an award to the offeror who offers the lowest price and is in agreement with the terms and conditions of the solicitation. Offerors will be advised that if they take exception to any of the terms and conditions in the solicitation, their offer may be excluded from consideration of award. First Article Testing (FAT) is required. Deliveries are FOB Destination and the destinations Austin, TX; Lansing, MI and Pendergrass, GA. All materials are to be contractor furnished. The estimated release date of Solicitation SPE1C1-27-R-0003 is October 30, 2026. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form. The Solicitation will be posted on https://www.dibbs.bsm.dla.mil/. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as “The Berry Amendment”) impose restrictions on the DoD’s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and “specialty metals” (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
