Some details are in the notice's attachments, which this summary didn't read. Check the attachments on SAM.gov.
The Navy's NAWC Aircraft Division wants quotes for a MATS Functional Test Set, which is peculiar support equipment for the V-22 program. It is a 100% small business set-aside, firm-fixed-price. Work is tied to Joint Base MDL, New Jersey, and you must get CUI drawings through a restricted access process before you can quote.
Watch out for
- Controlled drawings gated by certifications. You cannot see the drawings or full solicitation until you hold a CMMC Level 2 (Self) certification and a DD Form 2345, which can take time to obtain.
The technical data package contains Controlled Unclassified Information (CUI).
- Export-controlled data handling. Drawings go only to the data custodian named on the DD Form 2345 through DoD SAFE, so you need internal controls for export-controlled data.
The Government owns the Build-to-Print Technical Drawing Package, which is considered Export Controlled.
- Requirements are in attachments. Quantities, delivery schedule, and evaluation details are not in the notice text, so you cannot judge fit or price until you get the documents.
