AN/PVS-31A Night Vision Device and Accessories

REQUEST FOR PROPOSALS (RFP) Solicitation Number: W91CRB27RA001 Solicitation for: AN/PVS-31A Night Vision Device and Accessories Type of Solicitation: Total Small Business Set-Aside The U.S. Government is soliciting proposals for the procurement of forty-four (44) commercial AN/PVS-31A, Part Number (P/N BNG-001-A28), two (2) Image Intensifier Tubes for AN/PVS-31A, Part Number (P/N BNG-020-A28), and forty-four (44) Wilcox G24 Helmet Mount, color-black, Part Number (P/N 28300G24-B) to fulfill a Foreign Military Sales (FMS) requirement on behalf of the Security Assistance Management Directorate (SAMD) for the country of Colombia under Foreign Military Sales Case (FMS): CO-B-VJN, Acquisition Requirements Package (ARP) CE26030. See attached solicitation W91CRB27RA001 for details of supplies being procured. Contractors are responsible for obtaining the solicitation documents through the System for Award Management (SAM) website https://www.sam.gov. The Government will not provide paper copies of the solicitation. Contractors must be registered in the SAM database to be considered for award of a federal contract. Information regarding registration can be obtained from the SAM link at: https://sam.gov/entity-registration. Contractors Information Technology (IT) must be compliant with Cybersecurity Maturity Model Certification (CMMC) Level 2 (self-assessment) with the possibility of processing, handling, exchanging information that will require CMMC Level 2 (C3PAO) assessment after 10 November 2026. While the contractor is not yet required to be CMMC certified at Level 2 (C3PAO), the contractor’s IT must satisfy requirements to receive, handle, store, process, and deliver CUI Specified information. Please Note: There are additional technical requirements specific to the Statement of Work (SOW) that have been placed under controlled access and is restricted to potential vendors with a Cybersecurity Maturity Model Certification (CMMC) Level 2. Award Information: The Government intends to award a Firm-Fixed Price (FFP) contract to one responsible contractor whose offer is determined to be the Lowest Priced Technically Acceptable (LPTA). By submitting an offer, the contractor acknowledges that they have reviewed and understood the requirements outlined in the solicitation.
