The Federal Bureau of Prisons plans to buy Residential Reentry Center (halfway house) beds and Home Confinement services for male and female federal offenders in Collin County, Texas. This is an early notice (presolicitation); the actual RFP is expected after November 1, 2026. It would be an IDIQ contract with a one-year base and four one-year options.
Watch out for
- Must be able to run both services. The Government intends one provider for both RRC beds and home confinement, so a firm that can only do one is unlikely to win.
It is the intent of the Government to award both line items (RRC and HC) to a single provider
- Facility and location requirements. You need a facility able to house up to 40 offenders in the Collin County area plus home confinement coverage within 100 miles.
Home Confinement placements must be within a 100?mile radius of the facility.
- Solicitation not yet released. Key terms, evaluation factors and the exact due date are not known until the RFP is issued after November 1, 2026.
The Solicitation (RFP) will be available after November 1, 2026, exclusively on www.sam.gov.
