The Navy's Submarine Electromagnetic Systems Program Office (PMS 435) is asking industry for prototype ideas for a Low Profile Mast and a Rotational Module for submarines, using Other Transaction Authority rather than a standard contract. Companies first sign a Terms of Use agreement to get restricted documents, then send Phase I white papers and placemats through DoD SAFE by October 20, 2026. It may lead to one or more prototype projects.
Watch out for
Restricted and controlled documents. The key requirements documents are CUI and only released after a signed Terms of Use is verified, so you cannot see the real requirements before committing effort.
Classified work in Phase II. Companies invited to Phase II need to be able to receive classified information, which usually requires facility and personnel clearances. the Government will distribute CLASSIFIED TLRD Annex(es) to Companies eligible to receive CLASSIFIED data
Tight early deadlines. The Q&A cutoff was October 2 and a DoD SAFE link must be requested by October 13, so early steps may already be missed. DoD SAFE Link Request: by 6:00 p.m. ET on October 13, 2026
Strict submission channel. Anything sent outside DoD SAFE or after the deadline will not be reviewed. HARD COPIES OF MAILED OR HAND DELIVERED WHITE PAPERS WILL NOT BE ACCEPTED.
No reimbursement. The Government will not pay for the cost of responding.
