The Army (ACC-APG Belvoir, for PM E2S2) is running a Sources Sought / Request for Information to find companies that can build to print the PDISE family of ruggedized, man-portable electrical power distribution and lighting equipment. This is market research only, not a solicitation. Responses are due October 22, 2026 at 3:00 PM Eastern by email.
Watch out for
- Market research only. No contract is being awarded from this notice, and the Government will not pay for response costs.
The Government will not pay for information submitted in response to this RFI
- No small business set-aside yet. The notice lists no set-aside, and the Government will decide later whether a small business set-aside is used or full-and-open competition is required.
whether a small business set-aside is warranted under FAR Part 19 or if full-and-open competition is required
- Long first article testing timeline. Two units per configuration must be tested within 180-360 days after award, which ties up cash and test capacity.
PDISE First Article Preproduction Inspection (FAT) requires 2 units per configuration tested within 180–360 Days After Contract Award (DACA).
- Long-lead parts. Class L connectors, mil-spec circuit breakers and cables historically have long lead times, which could delay delivery.
- Limits on subcontracting. A small business prime must plan to do at least 50% of the work itself, which affects teaming.
will you be able to perform at least 50% (percent) of the work required in house?
- Detailed specialty processes. The RFI asks about in-house CARC (chemical agent resistant coating) painting, military packaging, DPAS-rated orders and Army Arsenal make-or-buy, all of which add capability requirements.

All submissions become Government property and will not be returned. 2.0 PROGRAM BACKGROUND & SCOPE The PM E2S2 has a potential requirement for the build-to-print manufacture, assembly, first article inspection, preproduction First Article testing, and delivery of the PDISE family of systems and associated components and packaging. PDISE is a standardized, ruggedized, man-portable family of electrical feeder and distribution equipment that connect mobile power generation equipment and warfighter mission equipment in harsh tactical environments across Multi-Domain Operations (MDO). The PDISE family consists of five Government-owned Technical Data Package (TDP) end-item Configuration Items (CIs) and their associated accessories. For this acquisition, only four of those end-items are required. The M60 A/P Distribution System is not anticipated to be included in this acquisition effort. The following systems will be procured: M200 A/P Feeder System: 3-Phase, 200 Amperes/Phase (MIL-DTL-53126/1; Drawing 13229E6350) (NSN 6150-01-308-5672) M100 A/P Feeder System: 3-Phase, 100 Amperes/Phase (MIL-DTL-53126/2; Drawing 13229E6351) (NSN 6150-01-308-5671) M40 A/P Distribution System: 3-Phase, 40 Amperes/Phase (MIL-DTL-53126/3; Drawing 13229E6353) (NSN 6150-01-307-9446) M46 Utility Assembly: Electrical Receptacles and Illumination Kit (MIL-DTL-53126/5; Drawing 13226E7046) (NSN 6150-01-208-9751) Procurement Baseline: Build-to-print execution using existing Government TDPs, MIL-DTL-53126, and associated specification slash sheets. TDPs for the PDISE systems are available upon request. 3.0 PURPOSE OF THIS RFI The Government seeks to determine: The availability of qualified large and small business sources under NAICS 335999 and 335313 capable of manufacturing, testing, and delivering the PDISE family of systems. Industry capacity and lead times for manufacturing and assembling heavy-duty electrical power-distribution equipment, including Class L connectors, ruggedized cables, military packaging and specialized circuit breakers. Vendor capability to conduct First Article Testing (FAT) and environmental testing per MIL-DTL-53126. Rough Order of Magnitude (ROM) unit cost for each item. The feasibility of small business set-asides (e.g., Total Small Business, 8(a), HUBZone, SDVOSB, or WOSB). 4.0 SPECIFIC INFORMATION REQUESTED (VENDOR QUESTIONNAIRE) Interested vendors are requested to provide clear, detailed responses to the questions below. Generic corporate marketing brochures that do not directly address these technical and manufacturing questions will not be considered.
