AI summary Beta
The Indian Health Service wants a contractor to build culturally appropriate vaccine education materials (toolkits, flyers, other tools) that Community Health Workers can share with American Indian and Alaska Native communities. Work runs about 9 months (Oct 21, 2026 to Jul 31, 2027), can be done mostly off site, and needs travel for community interviews and one in-person training. Only Indian Small Business Economic Enterprises (ISBEEs) may bid, and quotes are due Oct 13, 2026.
Watch out for
- ISBEE-only set-aside. Only Indian-owned small businesses that can self-certify under the Buy Indian Act can bid, and false certification carries legal penalties; other small businesses are excluded.
Quotes will be considered only from eligible ISBEEs under the applicable NAICS code.
- Very short response window. The notice was posted Oct 2, 2026 and quotes are due Oct 13, 2026, leaving little time to write a 10-page technical quote and gather past performance data.
- Government gets unlimited rights. All deliverables, source files and materials become usable by the Government for any purpose, and third-party proprietary content is barred unless licensed with equivalent rights or approved in writing.
The Government shall have unlimited rights to all materials produced as deliverables under this contract
- Travel to multiple communities. Interviews in 3-5 communities and an in-person training need travel, which is reimbursed only for actual costs pre-approved by the Contracting Officer and COR and capped at $10,000 for evaluation purposes.
Travel will be required for in-person interviews and in-person community health worker training.
- Milestone-based payment, no progress payments. Payment of 30%, 30%, 20% and 20% comes only after the COR accepts each milestone (Mar 31, May 14, Jul 16 and Jul 26, 2027), so cash flow stays tight for months.
- Fixed price with large hour estimate. The firm fixed price must cover an estimated 2,500 to 2,670 labor hours plus printing and materials, and no value or budget is given, so pricing is guesswork.
- Wide scope for a single award. Community interviews, multilingual resource design, website hosting, webinar, evaluation and reporting all sit under one fixed price, and the Government may drop the remaining factors if the technical quote is unacceptable.
- Mixed solicitation language. The SOW deliverables section mentions SCORM e-learning packages and video source files and the data rights text mentions software and dashboards, which do not match the resource-development work described, so ask the Contracting Officer which apply.
