DLA Aviation (Philadelphia) wants quotes for an NRP,HOUSING ASSY VA, an aircraft part, under emergency acquisition flexibilities. The part needs government source approval, and only approved sources have been solicited. Quotes are due 2026-10-13.
Watch out for
- Source approval required and likely not achievable in time. New sources normally cannot be approved before award, so a small business that is not already approved is unlikely to win.
The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
- Only previously approved sources solicited. The government says it has only asked sources it already approved for this item.
Only the source(s) previously approved by the Government for this item have been solicited.
- Missing distributor letter is disqualifying. Distributors who leave out the approved-source letter will be ruled non-responsive.
Failure to provide the approved distributor letter will deem the proposal non-responsive
- Design data held by approved sources. Approved sources keep the data rights and manufacturing knowledge, so another source would have to qualify through the design control activity.
An alternative source must qualify in accordance with the design control activity
- Emergency acquisition procedures. The buy is run under emergency flexibilities, so timelines and rules may differ from a normal solicitation.
Solicitation is being issued under Emergency Acquisition Flexibilities
