The General Services Administration (GSA) wants to lease about 3,500 to 3,868 square feet of contiguous office space in Bethesda, Maryland, in a modern building near the Metro. The lease is fully serviced and runs 15 years, with the first 10 years firm. This is a lease for real estate, so bidders are building owners or their authorized agents, not service contractors. Offers are due October 30, 2026.
Watch out for
- Real estate lease, not a service contract. Only a building owner (or someone with control of a qualifying building in the Bethesda area) can bid, so a typical small contractor cannot compete.
Evidence of ownership or control of Building or site.
- Build-out likely costs far more than the allowance. The Government expects the tenant improvements to exceed the allowance, and the Lessor must finance and cover the gap.
A.1 above by approximately $202.00 per ABOA SF.
- Very tight location rules. The space must be in a small set of streets, on the third floor or higher, and near the Metro, which limits eligible buildings.
Offered space must be within 1,000 walkable feet to the metro
- Long commitment. You commit to a 15-year lease with 10 years firm, and the Government can end it after the firm term on short notice.
The lease term must be fifteen (15) Years, ten (10) Years Firm
- Changes to lease terms can sink an offer. Taking exception to the lease terms means the Government does not have to award to you.
If an offer contains terms taking exception to or modifying any Lease provision
- Lowest price wins. Award goes to the lowest priced acceptable offer, so there is little room to win on quality alone.
the lowest priced technically acceptable offer submitted
- Test fit layout at your own cost. GSA may ask for a test fit layout, which you pay for.
GSA may request the Offeror to provide a test fit layout
- Online-only submission with a firm deadline. Offers must go through the RSAP portal on time; paper offers are not accepted.
offers may only be submitted electronically to GSA using
- Deadline time zone wording. The RLP says 2:00 p.m. EST while SAM.gov lists 2:00 p.m. with a -04:00 offset (Eastern daylight time); confirm the exact cutoff with the contracting officer.
no later than 2:00 p.m. EST on the date above
