AI summary Beta
The VA's Network Contracting Office 20 wants a contractor to clean and do minor repairs on the gutters, downspouts and roof drains at the Boise VA Medical Center and the nearby Mountain Cove campus in Boise, Idaho. The work happens twice a year, in November and June. It is a firm-fixed-price contract for a base year starting 1 Nov 2026, with up to four option years, and the solicitation text says it is set aside for certified service-disabled veteran-owned small businesses.
Watch out for
- Set-aside is stricter than the listing suggests. SAM.gov shows a veteran-owned small business set-aside, but the solicitation requires a certified SDVOSB in the SBA database, so a VOSB or a self-declared veteran firm would be rejected.
Offers received from entities that are not certified SDVOSBs and listed in the SBA
- Site visit dates look already passed. The recommended site visits were listed as Sept 30 and Oct 1 (no year given), before the notice was posted on 2026-10-05, so you may need to ask the contracting officer to arrange a visit.
It is highly recommended a site visit is conducted prior to submission of bid.
- Access is difficult and you pay for damage. Multistory buildings with limited access may need high-lift equipment driven over lawns and walkways, and any damage must be repaired at your cost.
Damage caused during the completion of this project shall be repaired at no additional cost to
- Tight work window. All buildings must be finished within two weeks each time, scheduled at least 7 days ahead, and road-closing work must be on a weekend, so you need enough crews and equipment at once.
work must be completed within a two-week period.
- Conflicting due time zone. The SF 1449 and SAM.gov say 15:30 Pacific time, but the CONOP says 15:30 Eastern time, which is three hours earlier, so submit well before the earlier time.
RESPONSE DATE/TIME/ZONE 10-15-2026 15:30 EASTERN TIME, NEW YORK, USA
- Conflicting NAICS and size standard. SAM.gov and the price schedule list NAICS 562998, while the SF 1449 and CONOP use 561790 with different size standards ($9 million versus $17 million), so check you qualify as small.
procurement is 561790, with a small business size standard of $17 million.
- Billing terms conflict. The item description says to bill monthly in arrears, but the contract administration data says to invoice on completion of the job, which affects cash flow with only two service visits a year.
Other [X] Upon successful completion of job
- Wage determination and site plan not provided. Section D points to a wage determination and the SOW refers to a site plan, but neither was in the files provided, so labor costs and building layout are unclear.
