Watch out for
- Quote can be rejected for paperwork gaps. Missing signed SF 1449, signed amendment, completed bid schedule, or completed solicitation survey makes the quote non-responsive with no chance to fix it.
Failure to complete the Bid Schedule in its entirety and return same with a quote will result in
- Mandatory Solicitation Survey. A detailed survey (experience, employee info, three past performance references, subcontractor details) must be filled out and returned, and is part of the technical and past performance evaluation.
COMPLETED IN ITS ENTIRETY AND RETURNED WITH QUOTES.
- Early-morning and storm-driven response. Lots must be clear by 7:00 am, and work happens on weekends, holidays and after hours during storms, so you need crews and equipment on call all winter.
Plowed areas MUST be cleared no later than 7:00 am daily.
- Heavy safety paperwork before starting. Army Corps EM 385-1-1 safety rules require an Accident Prevention Plan, hazard analysis, SSHO letter and certificates within 14 days of award, with up to 7 days of government review; no field work until accepted.
No field work may proceed prior to the acceptance of pre-work submittals.
- Weather-dependent pay and unpredictable workload. Payment is by storm size using National Weather Service totals, and salting and snow removal are on call, so actual work may be less or more than the estimated quantities.
- Site visit recommended. No extra payment for unfamiliarity with the site, and visits are not allowed after the solicitation closes, so arrange one with the technical contact before the deadline.
Interested vendors should conduct a site visit to confirm understanding of the scope, inspect
- Due date changed by amendment. Amendment 0001 moved the response due date from 01 Oct 2026 to 13 Oct 2026; the latest date is used here, and the signed amendment must be returned with the quote.
01 Oct 2026 13 Oct 2026
- Generic template items in survey and clauses. The survey lists items like rope access, crane operator and boat operator licenses and some clause blanks are unfilled, so ask the contract specialist which apply to snow removal.
